National Council of Social Service to Get Powers, Functions to Support Expanded Role
Under the new framework, NCSS will be formally recognised as a sector developer, with responsibilities to coordinate, support and build capability across social service organisations. This comes as part of ongoing efforts to help the sector respond to evolving needs, including demographic shifts and growing demand for social support services.
Minister of State for Social and Family Development Eric Chua shared in Parliament that the expanded role reflects the government’s commitment to deepen the reach and impact of social services. The updated functions will enable NCSS to play a more active part in designing sector-wide strategies, enhancing capabilities, and promoting collaboration among agencies and partners.
A key change will see NCSS empowered to set standards for training and workforce development within the social services landscape, helping ensure that organisations have the competencies needed to meet complex community needs. It will also play a greater role in evaluating service outcomes and sharing best practices across the sector.
Stakeholders welcomed the move, noting that a more structured and empowered NCSS could strengthen efforts to support vulnerable populations, from children and families to seniors and persons with disabilities. They said the enhanced mandate may improve coordination between government agencies, voluntary welfare organisations (VWOs) and community partners.
The expanded role of NCSS is expected to be implemented progressively, with supporting policies and frameworks finalised over the coming months. Observers say this shift marks a significant step in evolving Singapore’s social service ecosystem into a more integrated and responsive system.
