Right of Entry (ROE) – Singapore Citizens
Who Is Eligible?
To apply for the ROE, you must:
• Be a Singapore citizen under 21 years old
• Hold a valid foreign passport in addition to Singapore citizenship
Each foreign passport requires a separate ROE application if a person holds more than one. 
Why Get an ROE?
Without the ROE endorsement, Singapore citizens with foreign passports may have to use their Singapore passport for immigration clearance, even if they normally travel with the foreign document. The ROE allows them to clear immigration using the foreign passport at Singapore checkpoints, simplifying travel plans. 
Required Documents
Applications typically need:
• The child’s foreign passport
• Evidence of identity such as Singapore Identity Card or Birth Certificate
• Supporting documents if there has been a name change (e.g., deed poll or religious certificate; the name must match ICA records)
• If applying through a proxy, a letter of authorisation from the parent or guardian
Official translations are required for documents not in English. 
Application Process
Applications can be submitted online via the ICA ROE form. Once the ROE is issued, the endorsement is placed on the foreign passport. If a new foreign passport is later obtained, the ROE must be transferred to the new document to remain valid for immigration clearance. 
Fees and Processing
There is no fee for applying for the ROE. Processing usually takes about three working days once all valid documents and information are received.
